What Is a Singapore Work Pass?
A Singapore work pass is an official permit issued by the Ministry of Manpower (MOM) that allows a foreign national to work legally in Singapore. No foreigner may start employment in Singapore without first holding a valid, approved work pass.
Singapore citizens and permanent residents are not required to hold a work pass. All other foreign nationals must secure one before beginning employment, regardless of the role or industry.
The type of work pass you need depends on three factors: your job level and sector, your qualifications, and the salary offered by your employer.
Types of Work Passes in Singapore
Singapore operates a tiered work pass system. Each pass is designed for a specific type of worker, and the requirements differ meaningfully between them.

Employment Pass (EP)
The Employment Pass is the most common work pass for foreign professionals, managers, and executives in Singapore. It is employer-sponsored and requires MOM approval before the candidate can start work.
Currently, the minimum qualifying salary for an EP is S$5,600 per month for most sectors, and S$6,200 for financial services roles. Older and more experienced candidates are required to meet higher salary thresholds, rising to approximately S$10,700 to S$11,800 per month for those aged 45 and above.
All new EP applications are assessed under the COMPASS framework, a points-based system where applicants must score at least 40 points across criteria covering individual qualifications, salary benchmarks, workforce diversity, a skills bonus for candidates in jobs where skills shortages exist and the Strategic Economic Priorities Bonus for companies that partner with the Government on ambitious investment, innovation, internationalisation, or company workforce transformation activities.
EP holders who earn at least S$6,000 per month may also apply for Dependant’s Passes for their spouse and unmarried children under 21.

S Pass
The S Pass is for mid-skilled foreign workers who hold relevant technical qualifications or diplomas. From 1 September 2025, the minimum qualifying salary for an S Pass is S$3,300 per month (S$3,800 for financial services).
Employers hiring S Pass holders must pay a monthly levy of S$650 per pass holder (standardised from September 2025) and are subject to a Dependency Ratio Ceiling (DRC) that limits the share of S Pass holders in their workforce. In the services sector, the S Pass quota is capped at 10% of total headcount; other sectors allow up to 15%.
Work Permit
Work Permits are issued to semi-skilled foreign workers in sectors like construction, manufacturing, marine, process, and services. They are sector-specific, subject to source country restrictions, and require employers to pay a monthly levy and maintain adequate insurance coverage.
From 1 July 2025, MOM removed the maximum employment period for work permit holders, and the age limit for new applicants was raised to 61.
EntrePass
The EntrePass is for foreign entrepreneurs who want to start and run a business that is venture-backed or possesses innovative technologies in Singapore. To qualify, the applicant must have a viable and innovative business idea backed by evidence such as funding from an accredited investor, a registered patent, or a technology incubator endorsement.
EntrePass holders are expected to grow their business and eventually transition to an Employment Pass as the business scales. Applications are reviewed holistically and typically take four to six weeks to process.
ONE Pass (Overseas Networks and Expertise Pass)
The ONE Pass is a five-year work pass for exceptionally talented individuals with significant professional achievements or earnings. Candidates must have earned at least S$30,000 per month from a single employer over the past 12 months, or demonstrate outstanding contributions in fields like sports, arts, academia, or research.
Unlike most passes, the ONE Pass is not tied to a single employer, giving holders the flexibility to change jobs without needing to reapply for a new pass. Holders also enjoy the flexibility to concurrently start, operate, and work for multiple companies at any one time (subject to your employment contract terms, where relevant). Additionally, applications benefit from an exemption from the Complementarity Assessment Framework (COMPASS) and Fair Consideration Framework (FCF) job advertising requirements.
Singapore Work Pass Eligibility Requirements
Eligibility depends on the pass type, but there are common requirements that apply across most categories:
For Employment Pass and S Pass applicants:
- A confirmed job offer from a Singapore-registered employer
- Qualifications appropriate to the role (degree for EP; diploma or technical certificate for S Pass)
- A salary that meets the minimum threshold for the pass type and sector
- An employer with a valid Unique Entity Number (UEN) and no adverse MOM compliance history
- A clean application with no discrepancies in qualifications or employment records
For Employers:
- Compliance with the Fair Consideration Framework (FCF), which requires advertising roles on MyCareersFuture.sg for at least 14 days before submitting an EP or S Pass application
- Quota and levy compliance for S Pass and Work Permit holders
- Medical insurance for Work Permit and S Pass holders (minimum S$60,000 inpatient and day surgery coverage)
How to Apply for a Work Pass in Singapore
Most Singapore work pass applications are submitted by the employer or an authorised employment agent through MOM’s myMOM Portal (formerly EP Online). The foreign employee does not apply directly, except in certain cases like the EntrePass.
Here is how the process works:
Step 1: Identify the Right Pass Use MOM’s Self-Assessment Tool (SAT) to check whether the candidate is likely to qualify before you submit. This reduces the risk of rejection and saves time.
Step 2: Prepare the Required Documents Gather all supporting documents, including educational certificates, employment history, and the candidate’s passport details. Documents in languages other than English must be officially translated.
Step 3: Submit the Application Online The employer or authorised agent submits the application through MOM’s portal and pays the non-refundable application fee.
Step 4: Wait for MOM’s Decision Most EP and S Pass applications submitted online are processed within 10 business days. More complex applications may take longer. You can track the status through the MOM portal at any time.
Step 5: Receive the In-Principle Approval (IPA) Letter If approved, MOM issues an IPA letter. The IPA letter remains valid for 6 months for an Employment Pass, whereas it is valid for 60 days for an S Pass. This allows the candidate to enter Singapore (if overseas) and start the pass issuance process.
Step 6: Complete Issuance Formalities The candidate may need to undergo a medical examination and complete biometric registration. MOM will deliver the work pass card to the registered address within five working days after the candidate completes biometric registration and document verification. If biometric registration is not required, the card will be delivered within five working days after document verification.
What Documents Are Needed for a Singapore Work Pass Application?
The exact document list varies by pass type, but standard requirements include:
- Candidate’s passport (valid for at least six months, preferably longer)
- Educational certificates and transcripts
- Professional certifications (where applicable)
- Resume or CV with complete employment history
- Employer’s company registration details (UEN)
- Job offer letter stating the role, salary, and terms
- Business overview or company profile for smaller or newer companies
MOM may request additional supporting documents during review, particularly for first-time applicants or companies with limited local hiring track records.

How Long Does a Work Pass Application Take in Singapore?
Processing times depend on the pass type and the completeness of the application:
- Employment Pass and S Pass: 10 business days
- Work Permit: Approximately 1 week
- EntrePass and Personalised Employment Pass: 6 weeks
Incomplete applications, additional document requests, or sector-specific assessments can extend these timelines. For appeal or if MOM requests additional documents, the processing time will be at least 3 weeks and MOM may require more time to verify the documents.
What Is the COMPASS Framework?
COMPASS (Complementarity Assessment Framework) is a points-based system that MOM applies to all new Employment Pass applications. Candidates must score at least 40 points to qualify.
Points are awarded across four categories:
- Salary — How the candidate’s salary compares to local peers in the same role
- Qualifications — Educational level and institution quality
- Diversity — Whether hiring the candidate improves the company’s workforce nationality mix
- Local workforce support — The company’s ratio of local PMET (Professionals, Managers, Executives, and Technicians) employment
Bonus points are available for candidates with skills in shortage areas or for companies with government-supported innovation activities.
The COMPASS framework applies to new EP applications and renewals. If a candidate does not meet the 40-point threshold, the employer may adjust the salary offer or consider alternative pass types.
Renewing a Work Pass in Singapore
Employers are responsible for renewing work passes before they expire. Failing to renew on time can disrupt employment and result in penalties.
- Employment Pass and S Pass: valid for up to two years; renewal follows the same eligibility criteria as a new application
- Work Permit: valid for up to two years; renewal is subject to ongoing quota and levy compliance
- ONE Pass: valid for five years and renewable
To avoid any disruptions, it is highly recommended to submit your renewal application ahead of time. Applying early will not cause you to lose any remaining validity on your existing pass, as the renewed pass period will only commence once the current one expires.
Should you miss the renewal deadline, you will be required to apply for an entirely new pass.
