What Is a Dependent Pass?

The Dependent Pass (DP) is a visa issued by Singapore’s Ministry of Manpower (MOM) that allows eligible family members of qualifying work pass holders to live in Singapore. It is available to legally married spouses and unmarried children under 21, including legally adopted children.

DP holders can reside in Singapore for as long as the main work pass holder remains employed. They may also apply to study at recognised institutions without a separate student pass.

Who Can Apply for a Dependent Pass?

Eligible Sponsors

The main pass holder must hold one of the following:

• Employment Pass (EP)
• S Pass
• Personalised Employment Pass (PEP)
• EntrePass
• Overseas Networks and Expertise Pass (ONE Pass)

The sponsor must also be employed by or registered with an active Singapore-registered company.

Minimum Salary Requirement

The main pass holder must earn a fixed monthly salary of at least S$6,000 to sponsor a Dependent Pass. This threshold is set by MOM and subject to periodic updates.

Eligible Dependants

A Dependent Pass may be issued to:

• Legally married spouses
• Unmarried children under 21, including legally adopted children

Who Is NOT Eligible for a Dependent Pass?

The following family members do not qualify for a DP but may apply for a Long-Term Visit Pass (LTVP), subject to MOM approval:

• Common-law or unmarried partners
• Unmarried handicapped children aged 21 and above
• Step-children (in most cases)
• Parents of the pass holder (typically require the sponsor to earn at least S$12,000 per month)

Required Documents for a Dependent Pass Application

The following documents are generally required. Ledgen will confirm the full checklist based on the relationship type and sponsor’s pass category.

For all applications

• Copy of the dependant’s passport (personal particulars page, with at least 6 months of remaining validity)
• Copy of the sponsor’s work pass (EP, S Pass, PEP, or EntrePass)
• Employment contract or salary confirmation showing fixed monthly income
• Company ACRA business profile (if requested by MOM)

For spouses

• Original marriage certificate

For children

• Birth certificate showing the names of both parents

For legally adopted children

• Adoption order or legal adoption documents

For foreign-born children under 12

MOM requires a Vaccination Verification Record (VVR) issued by the Health Promotion Board (HPB) for children in this age group applying for a new Dependent Pass.

All non-English documents must be accompanied by certified English translations. MOM may request additional supporting documents on a case-by-case basis.

The Dependent Pass Application Process

Step 1: Eligibility Check

We confirm whether the sponsor meets MOM’s salary threshold and pass type requirements, and verify which family members qualify for a DP versus an LTVP.

Step 2: Document Preparation

Ledgen collects and reviews all required documents, including relationship certificates, vaccination records for children under 12, and certified translations where needed.

Step 3: MOM Submission

The application is submitted by Ledgen via MOM’s EP Online portal. The non-refundable application fee is S$105.

Step 4: Processing and Tracking

MOM processes most EP and S Pass Dependent Pass applications within approximately three weeks. Applications for PEP and EntrePass dependants may take up to six weeks. Ledgen monitors the status throughout and responds to any MOM requests for additional documents.

Step 5: In-Principle Approval (IPA)

If approved, MOM issues an IPA letter through EP Online. The IPA allows the dependant to travel to Singapore. For EP dependants, the IPA is typically valid for six months; for S Pass dependants, validity is generally two months.

Step 6: Pass Issuance

After the dependant arrives in Singapore, Ledgen completes the issuance process through EP Online. The MOM issuance fee is S$225. A Multiple Journey Visa (S$30) may apply depending on nationality.

Step 7: Card Collection

Applicants required to register biometrics must attend an appointment at the Employment Pass Services Centre (EPSC) with their original passport and IPA letter. Once the applicant completes registration and document verification, MOM will deliver the card to the registered address within 5 working days. If biometrics registration is not required, the card will be delivered within 5 working days after the documents have been checked.

Working in Singapore as a Dependent Pass Holder

DP holders do not automatically have the right to work in Singapore. To take up paid employment, a DP holder must obtain a separate work authorisation through their prospective employer.

Option 1: Apply for a Work Pass

If a DP holder receives a job offer, the employer may apply for an EP, S Pass, or Work Permit on their behalf, subject to the applicant meeting MOM’s eligibility requirements. If the separate work pass is approved, the DP is typically cancelled as the individual will hold an independent pass.

Option 2: Letter of Consent (LOC)

Certain DP holders may apply for a Letter of Consent, which allows them to work or run a business in Singapore without holding a separate work pass.

Spouses of ONE Pass holders are eligible to apply for an LOC. DP holders who own an ACRA-registered business (sole proprietorship, partnership, or company with at least 30% shareholding) may also apply, provided the DP remains valid for at least three months and the business meets MOM’s hiring criteria.

LOC applications are processed in approximately four weeks.

Dependent Pass Renewal and Cancellation

Renewal

The validity of a DP is tied to the main pass holder’s work pass. Renewal applications can generally be submitted up to six months before expiry for EP and S Pass dependants. For PEP and EntrePass dependants, submissions are typically accepted up to three months before expiry.

Cancellation

If the main work pass holder’s employment in Singapore ends, or the family member is no longer a qualifying dependant, the DP must be cancelled through MOM’s EP Online portal. Failure to cancel promptly may result in overstaying and immigration complications.

If the DP holder wishes to remain in Singapore after cancellation, a Short-Term Visit Pass may be requested to allow a brief lawful stay while alternative arrangements are made.
